* What is a fried noodle?
Fried noodles are a type of noodle that has been cooked and then deep-fried in oil. By frying the cooked noodles in oil heated to 150°C, the moisture content can be reduced to less than 10%, preventing the growth of microorganisms. Return/Exchange

Definition of Prohibited Postal Items

1. Prohibited items refer to articles prohibited or restricted from insertion in postal items. Prohibited items are designated in the following cases:
– if such measure is considered necessary, as an article by its nature may cause harm to the handling staff or damage to postal facilities or other items;
– if such measure is considered necessary, given trade policies, etc. of related countries.
2. Prohibited items are in accordance with treaties, the Postal Act, international postal regulations, and other domestic laws or announcements.

Prohibited Items in Regulations

1. Letter-post Items
– Items not fulfilling the conditions laid down in the Universal Postal Convention and the Regulations shall not be admitted.
– It shall be prohibited to insert coins, bank notes, currency notes or securities of any kind payable to bearer, travellers’ cheques, platinum, gold or silver, whether manufactured or not, precious stones, jewels or other valuable articles in uninsured letter-post items. However, if the national legislation of the countries of origin and destination permits this, such articles may be sent in a closed envelope as registered items. As defined in the latter part, for Korea as well, items can be admitted only within the scope of the related regulations.
– Except defined otherwise in the Universal Postal Convention Letter-post Regulations, printed papers and items for the blind shall not bear any inscription or contain any Documents having the character of current and personal correspondence, and shall not contain any postage stamp of form of prepayment, whether cancelled or not, or any paper representing a monetary value.
– The insertion of the articles referred to below shall be prohibited in letter-post items:
* Narcotics and psychotropic substances;
* Explosive or flammable materials, or other dangerous goods, with exceptions for perishable biological substances and radioactive materials defined in Article 44 of the Universal Postal Convention;
* Obscene or immoral articles;
* Other articles the importation or circulation of which is prohibited in the country of destination;
* Live animals shall be prohibited in letter-post items. Exceptionally, the following shall be admitted in letter-post items other than insured items:
* bees, leeches and silk-worms; parasites and destroyers of noxious insects intended for the control of those insects and exchanges between officially recognized institutions.
2. Parcel-post items
– The insertion of the articles mentioned below shall be prohibited in parcel-post items:
* Articles which, by their nature or their packing, may expose officials to danger, or soil or damage other items or postal equipment;
* Narcotics and psychotropic substances;
* Documents having the character of current and personal correspondence exchanged between persons other than the sender and the addressee or persons living with them;
* Live animals, with exceptions for live animals whose conveyance by post is authorized by the postal regulations and/or national legislations of the countries concerned;
* Explosive or flammable materials, or other dangerous goods;
* Radioactive materials;
* Obscene or immoral articles;
* Other articles the importation or circulation of which is prohibited in the country of destination;
– It shall be prohibited to insert coins, bank notes, currency notes or securities of any kind payable to bearer, platinum, gold or silver, whether manufactured or not, precious stones, jewels or other valuable articles in uninsured parcel-post items as parcels destined to a country admitting insured parcel-post items. However, such prohibition shall not apply to a case where the exchange of parcel-post items between two countries which admit insured parcels is carried out only via transit of a country which does not admit insured items.
– The following exceptions are acknowledged for the abovementioned prohibitions:
* Prohibitions on narcotics and psychotropic substances shall not apply for items destined to countries admitting such items for a medical or scientific purpose.
* Parcels containing radioactive substances are allowed to convey as postal item under the condition of pre-authorization by competent authorities. Parcels containing radioactive substances can only accepted as postal item, provided that all designated operators concerned to the conveyance of such items. In such case, contents and packing of the parcels shall abide by special exemption regulations of the International Atomic Energy Agency for specific articles. Designated operators may agree to bilaterally or unilaterally accept parcels containing such substances. In this case, radioactive materials, subject to the payment of relevant air surcharge, shall be conveyed via the fastest (air) route. Parcels containing radioactive substances shall be sent only by a sender legitimately authorized. Designated operators may designate special post offices that can accept parcels containing radioactive substances.

Dangerous Goods by Air

1. Explosives: fireworks, ammunition, gunpowder, model rocket engines, and automobile air bags.
2. Gases: aerosols, butane lighters, butane powered curling irons, and compressed gas cylinders.
3. Flammable: fuels, items that contain or formerly contained fuel (like used gasoline tanks), and some paints and inks, furniture varnishes, and perfumes.
4. Flammable Solids: flammable solids, like matches, and signal flares, substances liable to spontaneous combustion, such as oily rags or phosphorous, substances which in contact with water emit flammable gases, such as aluminum powder.
5. Oxidizing substances: fertilizers, bleach, and swimming pool chemicals, fibreglass repair kits and organic peroxides.
6. Toxic Substances: insecticides, pesticides, and mercury compounds
7. Infectious Substances: infectious agents, sharps, and clinical specimens.
8. Radioactive Materials: scientific instruments like hockey puck sized radiation sources and some consumer products like ionization chamber smoke detectors.
9. Corrosive Materials: wet batteries, mercury or instruments containing mercury and drain cleaners.
10 .Miscellaneous dangerous hazardous material: magnets, dry ice, and self-inflating life-saving devices.

Prohibited Items by Country

Item list prohibited from insertion from postal items by each member country
* In addition to common prohibited items, each country has its own list of prohibited items according to trade policies or other local conditions, which shall be communicated to other member countries through International Bureau of the Universal Postal Union. Please refer to online or offline (post office counter) guidance on international postage rates and mailing instructions.

Treatment of Items Containing Prohibited Items

1. Items to be dispatched to a foreign country
– When accepting an item, the sender should be thoroughly questioned on its contents to check whether the item contains any prohibited article.
– If the sender’s description on contents is considered different from the actual contents, the sender may be asked to open the item. If the sender refuses to declare the contents or open the item, the item may not be admitted.
– When an item is confirmed to contain a prohibited item, the item shall be treated as below, after explanation for the reason to the sender:
* If the item is an export prohibited article, admission shall be denied.
* If the item is an export restricted article, it may be admitted only when the item fulfills the import & export requirements explained above.
2. Items received from a foreign country
– Items containing a prohibited item and wrongly admitted by the origin post shall be treated in accordance to domestic regulations.
– The following items shall not be delivered to the addressee nor returned to the sender:
* Narcotics and psychotropic substances;
* Explosive or flammable materials, or other dangerous goods;
* Obscene or immoral articles;
* Decayed food
– In case of an item containing mixed contents of prohibited articles and non-prohibited articles, a part of it may be delivered to the addressee
– Any item that violates provisions in the Universal Postal Convention Article 26 and Article 44 (Perishable Biological Substances) shall be returned to the origin office. However, an item that does not meet conditions of the Universal Postal Convention but wrongly admitted may be delivered to the addressee, without surcharge if possible. An item containing perishable biological substances or radioactive substances but wrongly admitted in violation of the Universal Postal Convention Article 26 and Article 44 may be delivered to the addressee if the destination country’s regulations allow.
– If a parcel-post item containing correspondence defined in the Universal Postal Convention Article 25.4, such correspondence shall be deemed as a unpaid letter-post item. The parcel-post item, however, shall not be returned to the sender, with the reason of containing correspondence.
– The destination office shall have a right to deliver an uninsured parcel-post item containing articles listed in the Universal Postal Convention Article 25.5 (coins, bank notes, currency notes, securities of any kind payable to bearer, platinum, gold or silver, whether manufactured or not, precious stones, jewels or other valuable articles) admitted in a country accepting insurance to the addressee according to national regulations. If the destination country does not allow the delivery of such item, it shall be returned to the sender. Such regulation also applies to a parcel-post item that significantly surpasses allowed limits in weight or size. However, if the addressee makes pre-payment for such item, it may be delivered to the addressee.
– When an item or part of its contents wrongly admitted to the post is neither returned to sender nor delivered to the addressee, the designated operator of origin shall be notified without delay how it has been dealt with. This notification shall clearly indicate the prohibition under which the item falls and the articles which gave rise to seizure.
– In the event of the seizure of a wrongly admitted item, the designated operator of transit or destination shall notify the desginated operator of origin through the dispatch of a CN 13 report.
